Funding Your Path to
CMMC Level 2 Compliance
We know the cost of compliance is real. We built this resource to help you find every dollar available — federal, state, and structural — before you spend one of your own.
We’ve Done the Research So You Don’t Have To
Tracking grant programs across 50 states while managing contracts, operations, and a compliance roadmap isn’t reasonable. We maintain this directory as a standing resource for every client — updated as programs open, close, or change terms.
No Program Replaces a Sound Architecture
Grants offset costs. They don’t create compliance. The most powerful cost-reduction strategy isn’t a grant — it’s scoping your CUI environment down to a minimal, auditable enclave before you build anything. That’s where we start every engagement.
APEX Is Your On-Ramp. RF1 Is Your Runway.
The APEX Accelerator program provides free federal counseling in every state — and we encourage every client to use it. APEX gets you educated and registered. ResponseForce1 gets you certified, protected, and positioned to win the contracts that require it.
We Work Alongside These Programs, Not Around Them
As a CMMC Level 2 certified MSSP and RPO, we provide the technical implementation layer that MEP programs and APEX counselors cannot. MEP orients and identifies gaps. RF1 closes the gap — building the enclave, writing the SSP, and preparing you for a C3PAO assessment that passes.
“The defense industrial base has fewer than 12 months to close the gap between where most small contractors stand today and where Phase 2 enforcement begins. For most of those companies, the question isn’t whether they can afford to get compliant — it’s whether they can afford not to.” — ResponseForce1 Leadership | April 2026
How ResponseForce1 Reduces the Real Cost of CMMC
Every MSSP will quote you a compliance project. Very few will tell you upfront that the single most effective way to reduce what you spend is to reduce the scope of what needs to be protected. We do both — and we do them in that order.
We publish this funding resource because informed clients make better decisions. APEX counseling is free — use it. MEP centers can subsidize gap assessments — use them. State grants can offset documented costs — pursue them. None of these programs build your enclave, write your SSP, configure your controls, or get you through a C3PAO audit. That’s where the conversation with RF1 begins.
CMMC Level 2 Financial Assistance — By State

Levers Available Regardless of State
Not every cost reduction is a grant. These mechanisms apply to any defense contractor regardless of location.
| Mechanism | How It Helps | Notes |
|---|---|---|
| Enclave Scope Reduction | Restricting CUI to a minimal GCC Business Premium micro-enclave dramatically reduces the surface area that needs to be certified — and the cost to certify it. This is architecture, not an offset program, and it is the highest-leverage move available to most small contractors. | Start here before any other decision. Contact RF1 to discuss your CUI data flows and enclave options. |
| FAR 31.205 Cost Allowability | CMMC compliance costs may be recoverable as allowable costs on cost-reimbursement contracts under FAR 31.205-15 (bid & proposal) or 31.205-18 (IR&D/B&P). Consult legal and DCAA counsel. | Applicable to cost-type contracts only. Verify with your contracting officer. |
| SBA 7(a) / Microloan | General-purpose SBA loans can fund cybersecurity infrastructure as a capital investment. Not a grant — repayment required, but low-rate options exist for qualifying small businesses. | sba.gov/funding-programs/loans |
| Cyber AB Funding Directory | The CMMC Accreditation Body maintains a directory of potential funding sources for contractors pursuing certification. Updated more frequently than any single reference guide. | cyberab.org |
