RF1 TripWire - Personnel and Resource Tracking

ResponseForce1 offers robust solutions, using proven technologies, to facilitate and manage the check-in / check-out, enrollment, registration and credentialing process from start to finish. Our systems and software will even integrate with most other business reporting systems and incident management systems, to offer the central portal that is lacking in so many organizations today. Importantly, once the data has been captured, it serves as a single resource for all of the necessary information that is so crucial during the demobilization and after-action stages of an emergency event.

The ability to track and account for Employees, First Responders, Volunteers, Shelterees, Evacuees and others -including pets - becomes crucial in a disaster situation. Participating in the development of the Post-Katrina City Assisted Evacuation Plan for the City of New Orleans, taught us this critical lesson.

Validation of existing credentials and issuing incident-specific credentials is also a critical necessity. Tying this important data back to existing systems and databases, such as HR and payroll systems, Incident Management Systems, pertinent State and Federal databases, etc., helps to ensure that control is maintained at all levels.

The trouble is, in most disaster situations, the ability to link these systems via networks is usually compromised. Having the ability to extend this suite of solutions to any remote location via our proven Communications Technology is a key differentiator for ResponseForce1.

Based on our experiences with the City of New Orleans post- Katrina, Hurricanes Gustav and Ike, the Haitian Earthquake, supporting the St. Bernard Parish and British Petroleum during the Gulf Oil Spill Response, Hurricanes Isaac, Sandy, Matthew, Harvey, Irma, Maria, Michael and Super Typhoon Yutu, we know that having this level of accountability and reporting will significantly ease issues which may be encountered when dealing with the inevitiable audit/accounting processes after the incident.

RF1 TripWire(R) is a secure, robust database platform designed to coordinate the management of personnel during both emergencies and while in normal operating mode. This solution allows organizations to easily share information on a local, regional, state or national level.

During the Enrollment process, pertinent demographic information about the enrollee is captured, at any level of detail required by our customer.  Because we know that every incident may have unique requirements, we have designed our system to be flexible, allowing us to modify the database on the fly, if necessary.

Any data collected on an enrolled person, is immediately encrypted using “Military grade” AES 256-bit encryption. All of our systems and databases comply with FIPS 140-2 encryption standards, and our datacenters are SSAE 16 / SOC II certified.

Once a person is enrolled, the RF1 TripWire(R) database updates our wireless handheld scanners with their profile, automatically.  We are then able to conduct Check-in / Check-out processes from anyplace with a WiFi connection, in real-time.  Should the network connection fail, the handheld scanners will instantly revert to stand-alone mode, continuing to authorize those enrollees who were already in the system.  Any enrollee who was not included in the most recent update will be instantly flagged, prompting our operators to take further validation actions.

Radio Frequency Identification (RFID) Solution

All of the Check in / Check out functionality of our handlheld barcode scanners can also be performed with the use of RFID tags and readers.  This solution ensures comprehensive tracking of people and assets, requiring fewer human resources.

RF1 TripWire(R) includes reports which allow management of personnel and assets on-site while viewing information either in real-time or while offline. Real time data can be shared remotely through web access between the command center location at the scene, or at the EOC.

RF1 TripWire(R) includes integration with the SmartNotice system, from OnSolve.  As a person is enrolled in our systems, we capture their cell phone number and email address, allowing us to send notifications for any event we choose, via text, phone and email - simultaneously.  This system will send as few or as many notifications to as few or as many recipients as we choose, instantly.

Evacuee Enrollment and Tracking

During the evacuee enrollment process, the RF1 TripWire(R) allows for associating family units, pets and possessions. Scanning any barcode on such an associated unit, pulls the “Head of Household” record, along with the record of the scanned identity token. For evacuee enrollment and tracking, we initially issue a wristband, allowing us to move people quickly out of harm’s way. From our enrollment records, we then create a manifest – both physical and electronic – in order to extend accountability to the transport vehicle.

At the far end of the transport, we then fully enroll the evacuee, using the existing preliminary enrollment data, previously captured. This allows us to report on whereabouts during their shelter experience, and where the evacuee indicates as their home of record.

RF1 TripWire(R) enrollment has been proven to integrate with VisionLink, operators of the National Shelter System database, used by FEMA, The American Red Cross, the CDC and over 800 NGO’s.

For the past two years, the RF1 TripWire(R) has been the system of record in a very large Mass Care environment, operated on behalf of the Health & Human Services Office of Refugee Resettlement, accounting for shelterees and shelter staff. During this project, ResponseForce1 processes over 50,000 accountability transactions (scans), every day. We have done this consistently for over 4 years, with zero failures and zero down time.

RF1 TripWire(R) Asset Manager Solution (AMS)

RF1 TripWire(R) AMS is a custom solution designed to help manage and track resources, inventory and supplies. Any asset can be RFID tagged or barcoded and then accurately tracked with RF1 TripWire(R) AMS, following Incident Command System Form 219 T-Card-like processes.

During the Check-in process, an asset or resource is assigned an Asset Tag Identifier.  Any item can then be assigned to its appropriate department, agency, or group.  Any time the asset or resource is deployed, it is “checked out” using the RF1 TripWire(R) AMS wireless handheld scanners, indicating whether it is being deployed, transferred or demobilized.  At any time, RF1 TripWire(R) AMS gives you the ability to quickly and easily generate reports detailing who has used or is currently using your assets.

The combination of these systems provides for a complete accountability solution, linking assets with people.
